Apple ID locked

my Apple ID is locked for security reasons and can’t reset as my email isn’t working and it won’t accept my security answer

iPhone XR, iOS 12

If you can't re-enable it yourself : If your Apple ID is locked or disabled - Apple Support

contact iTunes Support and see if they can help : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
