I have an iPad Air and an iPhone XS Max. Both have cell service on same carrier and are on the same WiFi. My iPad will not send text messages to non iPhone contacts. There is no SMS forwarding setting under messages on my iPhone. How can I resolve this?

I'd start by logging out of iMessage on both devices. Restart both. Then, log into iMessage on the iPhone. Once it's activated, log in on the iPad. Then, see if Settings>Messages>Text Message Forwarding is available on the iPhone.
