Parental control not activating

I have a i phone 5 with a iso 10.3 , am trying to set parental controls on the phone but they wont activate ? Help please

How to turn off Parental Control on my iPhone? So my child somehow put the parental control on my phone... she even somehow put a password on there... she's 4 lol obviously I have no idea what the password is and have tried so many times to figure it out today i had to do a factory reset on my phone (for different issues unrelated) I was excited because I thought the parental controls would finally be off.. To use Screen Time with Family Sharing, you need to be the family organizer or parent/guardian in your family group, on iOS 12. Your child must be under age 18, in your family group with their own Apple ID, and on iOS 12.
