How do I fix the blue dotted cloud in iTunes?

I have iCloud music library set up on both my laptop and iPhone, however there are still plenty of songs that are downloaded to iTunes on my macbook that can't be played on my iPhone (they're greyed out) on my macbook they have a blue dotted cloud next to the song? How do I fix this?
