greyed out icloud icons in itunes

The music in my itunes library is downloaded from CD as well as from Itunes store. All the music that was downloaded from CD has a greyed out cloud icon next to it. If I try to play one of these songs on my iphone, it will give me an error message saying: this song is not synced across your devices.

How can I access these songs, either in my phone or my PC?

See Identify cloud status icons in your music library on your Mac or PC - Apple Support. You need to make sure that all your songs are marked as matched or uploaded. Any that show as waiting or error won't play on your other devices. Try File > Library > Update iCloud Music Library to nudge through your waiting songs. Resolve any issues with ineligible content.
