It has been sporadic, or non-functional for the last several months, and changes to third-party, server-side code has broken coding dependencies within the weather widget. Since the entire Dashboard is due to go away in Catalina this Fall, do not expect Apple to fix any Dashboard widgets on older operating systems.

Since you are posting on Sierra with a 10.14 profile, you might enable the System Preferences : Extensions : Today : Weather extension which will appear in the Notification Center's Today panel:

Apple does not own the weather sites, or influence internal site design decisions that can and will change. The circa 2005 Weather widget uses site-specific, custom JavaScript code that would work — unless the weather sites impose new restrictions on network access, or change the internal design of the weather site.

At this point in time, Apple is done fixing non-security issues in Sierra, High Sierra, and Mojave. Catalina (10.15) when introduced this Fall, simply will not include Dashboard. Done.

A few months ago saw the Weather widgets getting flaky- blank fields, no updated data. Noted back then on various forums that both Yahoo and (under new ownership) Weather Channel were going to be abandoning them, but they’ve stayed alive until now. I’ve switched to using the wx panes in Notifications. Unhappy though that Apple itself is killing off Dashboard, a useful, nice feature that also allowed developers a place for some clever apps.

Ten years ago, web sites were not changing at the frantic pace that they are now, and a well written Dashboard widget would just keep working (and setting precedent) for user expectations. Now, many of those original sites are gone, or have been redesigned beyond the unique JavaScript programming that expected the older site design. Some of these widgets (and expressly, the Weather widget) are atrocious collections of JavaScript coding that pose huge labor sinks to rewrite for a moving target.
