You can create an empty bookmark folder and select that - but that is unlikely to make any difference, that just controls what shows on the favourites bar at the top of the Safari screen, and what shows on the screen when you tap on '+' in Safari to open another tab.
You've cleared Safari's history etc. ?
I tried that, www.takecontrolbooks.com when selected point to a downloadable file for a eBook that I ordered & downloaded right before the I updated all 3 iPads, I haven’t turn on my Windows 10 PC in months so, I don’t think that’s the problem - the file must be stored somewhere in iCloud because I have the same problem on all 3 iPads. I tried tried disable all switches in Safari - nothing seems to fix the problem.

You've cleared Safari's cache and history, closed the app via the iPad's taskbar, and rebooted ?
My iPhone didn’t have the same problem, only the 3 iPads
Finally fixed, Passwords & Accounts -> Accounts -> iCloud - disable Safari on all 3 iPads
This solved my question
Get rid of them how ? If you don't want the favourites bar to show you can disable it via Settings > Safari > Show Favourites Bar 'off'
I know that, when I start typing www. -> www.takecontrolbooks.com - know matter which iPad I use
Is that supposed to mean that whenever you type in just 'www' it fills in the rest of that address with that ?
Yes, www. after the . period - it didn’t until iOS 12.4 on all 3 iPads
Safari -> General -> Favorites - in Favorites is check that can’t be cleared
Sorry, it took awhile, all 3 iPads are fixed now -> Reset Network Setting

Fix was temporary - same issue came back on all 3 iPads
Does it happen if you use a different network ?
