So from what I have seen once paired there should be an Apple Pencil tab in the settings app. But I have paired them, the pencil works on it but the Apple Pencil preferences tab in the settings isn’t appearing. I have tried unpairing and repairing and restarting the iPad. Any ideas?

The Tab is only there if you are using an 11" inch iPad Pro or Third generation 12.9" iPad Pro with a Second generation Apple Pencil.
It will not be there if using a first generation Apple Pencil with any of the supported models.

I can't remember if there is one or not, but did you try Settings > General and look there?
