I can't open some PDF files from Preview. This is the message I get "The file “VF 31 01 2019.pdf” could not be opened. It may be damaged or use a file format that Preview doesn’t recognize."
I opened another file without problem. Sent it to myself by mail. And now I can't open the same file anymore.

Maybe the PDF has been corrupted during the e-mail transfer if not before during its creation.
If the problem arise through e-mail you can try to make a ZIP archive of the PDF file and then attach it to the e-mail message.

The most likely explanation is that the file may be corrupted.
Control-click the file, choose Open With... then Safari.
Does it open?
Does the file open in a different machine?
This confirms that the image was somehow damaged.
Since your colleagues seem to have a version that is working, you can ask them to forward it to you.

However the file does not open through Safari or Chrome btw.
Also, I checked with my colleagues. They are able to open the file only if they were copied in the same email I got. They can't open it if I forward it to them.
Finally, I manage to open some files after trying several times while I can't others.
