Wiping an iPad with a previous user’s iCloud username attached to it

I just bought a used iPad off of a guy who let his ex-girlfriend use it. He’s not at all tech savvy so has no clue how to wipe it so I can use the iPad under my ID. How do I wipe this so I can use it to its full capacity? I can’t even update it to get the newest iOS!

You can’t. Only the person that knows the Apple ID and password that was used to set it up can erase it for you.
