On my iphone i have my photos, they are not on my icloud account, and i am going to create a new Apple ID, when i log out of my current account (with no icloud connections) and create a new one, will i still have my photos on my iphone?

The photos should remain on the phone. If you create/use a new Apple ID, you will lose access to some of your data and the purchases made with your existing Apple ID. You might want to explain what problems you are having with your current ID to see if someone can make suggestions that will fix your current ID problems.
