iOS 10.3.4 is in fact the current version of iOS for this fourth generation iPad.

Check Settings > iTunes & App Stores > [Your Apple ID] > View Apple ID > Country/Region

Clearly you omitted a lot of important information about this iPad's history. If you purchased this iPad brand new, out-of-the-box for the first time in Latvia, from an Apple Store or Authorized Apple Retailer, this would not happen.

So what have you not told us? What model iPad? What version iOS? Where was it first sold? Are you the original owner?

"Update" ... update what? Why?

I am the only owner of this iPad, I bought here in Latvia and Apple's autographed Apple Ipad store for 6 years, until today there were no problems, all applications were updated all the time and without any problems, and today I discovered that not a single application I can not update more, ios 10.3.4 14g61 version. Model ME406HC / A
