Cannot accept Apple Media Services Terms and Conditions (No accept button)

When deploying iPhones running iOS 12.4, we are pushing out Apps via Airwatch MDM. A dialog appears on the device to accept the download, and then the Apple Media Services Terms and Conditions appears. There are two pages to the terms and conditions, but there is no "Accept" button to press. There are two chances to send the terms via email, but still no agree button. The only way to get out of it is to quit the App Store and go back into it. We have tried logging out of the App Store, logging out of iCloud, restarting the device, and even restoring the device. Nothing has worked. This seems to happen with a small percentage of our devices.
