I cannot see Apple news on my ipad. I do find it though in the App Store and it shows already installed. I also find it using the search feature. The app will not open and keeps telling ,e to disable restrictions which I have done several times inclusive of reboot. Solution?

I bought the IPad in Singapore and reset the country to the United States where I currently reside.
I was able to correct by setting the region.
