Stuck at "estimating time remaining" for days, ios 12.4 update.

My iphone 7 plus has been stuck on "estimating time remaining" for several days now, nothing at all has worked to fix my issue, tried hard reset, tried signing in and out of iphone, tried plugging iphone into pc to update via itunes, tried resetting network settings, but nothing has worked... i'm at a total loss as what to do. please help!!

You guys please help, i have the same issue. Someone said rebooting my iPhone would help. How do i do that and would it delete my data?
