payment could not be update

how to update or add my payment method? , everytime i want to update it kept saying your account has been disabled in app store and itunes.

i cant purchase or download anything now :(

Contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
