The updated/fixed version of the 2019-004 Security Update is now live in softare updates
If your Mac was crashing after putting it to sleep after installing the 2019-004 Security update on July 24th then the new fixed version should help you.
I already have one confirmation from a user that the revised update fixed the crashing issue for them.
