Migration Assistant won't work

I am trying to run Migration Assistant to transfer files from my Windows PC to my MacBook Pro, but when I try to launch the program, it says Microsoft edge is running when it is not. I have restarted my computer several times as instructed, but this has not helped. What else can I do?

Migration assistant for Windows - Monterey I just purchased a 2021 Macbook Pro and am attempting to use Migration Assistant to move data from my PC to my new MacBook running Monterey.
