Cannot access App store

I bought iPad mini5 today and I tried to use App Store and they said there are some changes in media service policy so I have to agree. When I pressed accept button, it went to the App Store. Then it stops like the picture I attached. I cannot access to Pages and others app too.

what should I do.?

App Store Troubleshooting Got a new second hand iPhone X, most apps are not active and require that I connect to the App Store. However App Store not responding i.e can’t connect to the internet to be apple to update all the other apps despite being on the internet.
