icloud storage problem - used by other documents (icloud drive) but icloud drive actually empty

Hello,

I have this problem with my icloud storage where it says it is used by other documents (icloud drive). However, when I checked the icloud drive using the web and even the deleted items folder it is empty.

I use an iphone and an ipad. I have even tried unchecking icloud drive from the apps using icloud in the storage. Even under manage storage and deleting iCloud drive (Other documents - Delete Data).
