Can’t make calls of any kind on my iPhone 7 IOS 11 (Phone, FaceTime, WhatsApp, EVEN Snapchat)

. I have been trying to make phone calls for the last 5 hours and no matter what app I use it won’t work!!! I get different error messages depending on the app I’m using. When I make standard phone calls I never even hear the ringing and I can’t enable speaker mode and I don’t even think the **** call is going through. When I use WhatsApp the same thing happens. When I try FaceTime video AND audio it always says “call failed” and when I use snapchats calling feature it rings but then after a while it says call failed TOO!!!!! I’ve tried literally EVERYTHING!!!!!!!!!!!!!!!!!!!!!!! I’ve looked up COUNTLESS tutorials, seeked apple support, turned my phone on and off airplane mode, removed and cleaned then reinserted my SIM card, reset my network settings, made sure call forwarding is off, dialed *#31# (it didn’t even connect) I’ve called MANY different people on ALL platforms to make sure it wasn’t one persons connection, I’ve tried making the calls on ALL platforms while connected to WiFi, I’ve tried doing a software update (it won’t let me), and I’ve even factory reset my F**KING iPhone 7. I feel it’s important to not that I am a US citizen with Verizon wireless in Peru, South America and I’m currently on the entel carrier. I’ve tried switching carriers and turning off LTE. I’m so ******* angry that I’m about to switch to Android so I don’t have to deal with this ********. If ANYONE has ANY solutions or even ideas to what is wrong please respond ASAP!!!!!!!!!!!!!!!!!!!!!!!!!!!!! P.S. my internet DOES work but I can’t call on ANY format!!!
