IPhone is not activated.

I'm trying to activate the iPhone but it gives an error: Your iPhone could not be activated because the activation server is temporarily unavailable. Try to connect the iPhone to itunes to activate or try again in a few minutes. I tried to connect, write, try to insert a SIM card, insert a SIM card, try to activate it with a SIM card and without anything.
