I think that by definition export means to ship products out of the country for sale. If I were to purchase a set of AirPods for example and wanted to ship them to my son in the military overseas, I hardly see how Apple could legally prevent me from doing that.
That’s just how I interpret the situation and like I said that is based on the definition of export.
Apple couldn't prevent you from buying them and then you shipping them overseas. But Apple can refuse to accept an order from you that directly ships the product overseas. They also won't ship to shipping forwarders. And no one can dictate that they have to offer overseas shipping from the US online Apple Store.
A USA resident can ship refurbished products out of the USA.
I'm a little confused: in the Apple store info on shipping policies, this is what it says:
Shopping in the U.S.
Items purchased online from Apple ship within the continental US, Alaska, Hawaii and Puerto Rico. No shipments can be made to P.O. Box addresses, United States territories, or addresses outside of the United States. You may not export any products purchased online from Apple.

Apple will only sell products on the USA site to be shipped to USA addresses. There may be a restriction on what credit card may be used. A USA resident can ship refurbished products out of the USA.

I can't speak for rccharles but my understanding of what he posted is that a US resident can order a refurbished product in the US then ship that product anywhere he wishes. The resident's shipping of the product has nothing to do with Apple nor Apple's policies.
Sorry but that is exactly what it says here (from above linked shipping policies):

The "you" refers to the buyer - at least that is my interpretation.
That seems like legalese crafted to protect Apple from the unknown.
If this could be strictly enforced, through IMEI restrictions or otherwise, no US consumer would be able to travel to another country and enjoy the benefits of a local prepaid SIM card. It doesn't seem likely.
Well we have a different understanding. I'll prepare myself for incarceration now since I've shipped many products oversees as gifts. How on Earth could Apple dictate to me what I can ship or not ship overseas? The policy is clearly intended to say that Apple will not ship products bought in the US overseas to a purchaser.
Read my posts. I as an individual can ship anywhere overseas (barring Government restrictions) and have done so. I am not bound by Apple policy. I can order an Apple product in my country and then I can ship that product wherever I wish. Apple is in no way involved in my shipping after I take possession of my order.

babowa above is saying, I think, that the Apple policy prevents me from shipping overseas. This is not the case. Apple policy states that Apple will not ship overseas. Their policy does not prevent me from shipping overseas.
Sorry, I interpreted your question to mean that YOU wanted to ship products. Instead, it seems that you wanted to buy from the US Apple store and have it shipped to another country.
Everyone interprets statements differently, very much like lawyers arguing for and against in a courtroom, and then offers their opinion based on their interpretation.
I'd like to be able to talk to someone of Apple's legal team (which of course will never happen) to get their meaning of the sentence I had quoted.
I read your post. I read the original post by the OP. I read the links and wording that babowa provided that ONLY has to do with the fact that APPLE will not ship from a store in one country to another. She, nor Apple, not this thread, had anything to do with what people do with products and where they ship them after they purchase them from Apple. Maybe you should read her posts again.
I never claimed that I could order something from the US online store and have it shipped direct to someone overseas. I realize that I can’t do that. I’m saying that if I bought a gift for my son who was stationed overseas and sent it to him for free, as a gift, I don’t see how Apple could prevent me from doing that.
I was simply interpreting “exporting products overseas” meant IMO. I don’t see how that could possibly be interpreted as exporting goods overseas. But what do I know?
I already got the greenie, so there, LOL. I think this thread quickly went sideways. I've also sent products to service members stationed overseas (no son in my case, just friends, and thank you son for me for his service) and found it far easier to do than shipping it to a civilian overseas. Shippers have really cracked down on items with lithium polymer batteries.
Nowhere in the OP does it say anything about Apple shipping overseas. The original question was "Is it possible to ship refurbished products outside the United States? Kuwait " The answer is yes individuals can ship Apple products overseas. The answer is not that Apple won't allow it. I clearly stated in my first response that Apple does not ship overseas.
Good luck to you. There are some other issues with buying refurbished online and shipping overseas, product availability changes day-to-day, trying to replace it if it arrives not working properly could be a challenge and if you were buying an iPhone or iPad with cellular you would have no warranty unless you brought it back to the US or sent it to someone in the US who could return it for you and ship it back. The little bit you might save could be wiped out very quickly.
