I can't connect my phone to my Xbox controller

I've been trying to pair my Xbox one controller to my iPhone 7, but it won't pop up as in option in Bluetooth. All of sites I've found that try to explain this are very confusing and aren't very helpful. Could anyone else explain it in a simpler way?

My Xbox controller will not even come up on my Bluetooth settings and I have followed all the necessary steps I have tried to connect my Xbox controller to my iPhone but it will not let me connect and it doesn’t even show up on my bluetooth settings when I put the controller in pain mode I am following all the correct steps and I have iOS 13 installed if someone could help me it would me much appreciated

Unless you are specific where you are finding difficulty in connecting it is hard to find a pinpointing solution.

Is it only that Bluetooth discover is an issue?
