iTunes can't locate any of my songs

I just purchased a new 2019 iMac 27". I started fresh (I didn't copy a backup from the old iMac). When I open iTunes, it recognizes all my playlists and artists/songs, but when I click on any song, it says it cannot locate it. It says they are all downloaded (not sure how that is possible unless it did it automatically). It asks me if I want to locate it. If I hit cancel, it then allows me to download it from iCloud and that particular song works from that point forward.


Unfortunately I have to do this for every single song and that's a bit frustrating. Plus, there are a few of my songs missing that are not even showing up. Is there a way to "refresh" iTunes? Is there another fix I could perform?

Do you have a subscription to either Apple Music or iTunes Match? Did you migrate your user profile even though you didn't restore a backup? You can try selecting a group of tracks, right-click, choose Remove Download, then right-click again and Download. If that works you could repeat on larger groups.
