I bought an iPad mini in 2015 and just opened the box today. Software updates are stuck and won’t download to 9.3.5
i have reset the iOS and created a new profile on it so it doesnt sync with my iPhone 8. Is there anything I can do???

You cannot sync iDvices between each other.
If you own a computer with iTunes on it, you can try connecting your iPad to a computer and updating this iPad Mini that way.
IF no computer, find and friend or family memeber that has one to help you out.
If no way to do that, bring your iPad Mini to your nearest, “local” Apple Store and they can do this iOS update for you.
