Who is "they"? Whoever they are they steered you in the wrong direction, you need to get a separate Apple ID and set up Family Sharing and use Screen Time.
Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support
The guys at the verizon store where i bought the new phone. Thank you for your help. What is the best way to do this since i already have both phones under the current id. I am new to apple and trying to learn
Should have guessed. Create an Apple ID for your child and then remove yours from their phone and sign in with the new on on their phone. Also turn off iMessage and FaceTime and sign back in with the new one. After that click on the second link I provided to you in order to set up Family Sharing (you will be able to approve/disapprove any apps your child wants, etc.) then read the other link to set up Screen Time on their phone.
If you have problems with following the links you can call AppleCare or make a Genius Bar appointment and they will be glad to help you.
Are you sharing an Apple ID?
yes they told me to put 2 phones under 1 id so i could share stuff with my child but now she gets my messages and everything
