How can you tell if a 2018 mac mini has the 10Gb ethernet upgrade if you did not purchase the unit from Apple?

Check in System Preferences -> Network -> Ethernet -> Advanced -> Hardware -> Speed

Is it not possible to determine without powering on the device and login into Mac OS? No exterior hardware identifiers?

No, the Ethernet connector is the same: RJ-45.
