I cannot log in OR out from iCloud

My phone started showing pop-ups that I need to sign into iCloud and Apple ID, and no matter how many times I did that, nothing changed. iTunes and App Store does not work and all my iCloud contacts are gone. I cannot log out from my Apple ID or iCloud.

I have updated to iOS 12.4, tried hard restart, and I have also reset my Apple ID password (and chose logout all devices), without any luck. I have a lot of pictures for which I use iCloud but now when iCloud does not work properly my phone storage (16GB) is like 22 GB over max..

Can someone please help me with this?

Okay, I have solved my own problem now. First I tried to system reboot my phone and then use the latest safety copy to get all my apps and stuff back. But the problem with iCloud still persisits.

So, I did the system reboot but as "new iPhone". This time both Apple ID and iCloud worked just fine., Now I just have do get all Apps and stuff back again!
