Can't change icloud storage

Hello. I want to reduce storage space in icloud. When I try to log in to the iPhone in the "reduce memory" section, I enter the correct password, but nothing happens. Each time you enter your password, a pop-up window will open asking you to enter your password again. This also happens in the iCloud app on Windows. You can help?
