Safari completely non-functional?

I have a new Macbook Air, and Safari has stopped working completely. My OS version is up to date. When I open Safari, nothing will click, I just get a tapping sound. A bunch of menu functions, such as preferences and Quit, are greyed out as well, and I have to force quit to close it. So far, all I've tried is putting my Mabook in Safe Mode, and Safari behaved just the same. What's up and how do I fix it?

Try closing Safari. Then relaunch Safari while pressing and holding the shift key. This will launch Safari in a clean state.
