I have very strange issue.
Most of my Apple TV menu options are grayed out so when I try to select them, nothing happens.
I am unable to login to my iCloud account, I am unable to restart or even Reset the device.
I should make make it clear that I do have ‘Restrictions’ ON but also all the options in that Menu is grayed out. I am unable to even turn off the restrictions (yes, I know the 4 digit passcode but it doesn’t do anything)
You must have accidentally marked it as solved. Have you tried unplugging the device and reconnecting? That would force it to reboot. If it still persists after that then I would advise taking it to Apple to be tested.
There isn't much else other users on this forum can do, based on the issue you are experiencing. It now requires having the device and running diagnostics to see what has happened to your particular unit. They would also be able to restore it or replace if necessary.

There may be an Apple Authorized Service Provider closer to you?
Alternatively, Apple has mail-in options available for qualifying servicing.
