Tried disabling the "apple multitouch" in Device manager, downloaded a couple programs, and looked in bootcamp control panel for a touchpad tab but no luck. Any help?

Set it on the macOS side as shown in the screen shot and test it with the external mouse. Once it works as you want it, switch to Windows and test.
Right-click on the BT Driver, and post a screen shot of Properties -> Advanced tab.

Can you verify the functionality on the macOS side first?
The Windows driver provided by Apple needs to honor the settings. We should also look the Driver Properties under Advanced for BT.
Do you use clamshell mode and and an external Mouse/Trackpad?

If the Apple-provided driver is installed on Windows, that is the expected behaviour.
I do not have the trackpad option in the settings, Device manager mouse settings sends me to a different box of options and does not have that option shown in the website anywhere on any tabs, and I do not have trackpad applications since, you know, this is a macbook device and does not have trackpad applications on windows.
What is the goal you are trying to get to?
Im trying to make it so the trackpad's clicks don't do anything.
