Did you check your subscription? It should be there in the music settings if your Apple Music subscription is still valid, (not expired or cancelled)

Before you can turn on iCloud Music Library, make sure that you're signed in to all of your devices with the Apple ID that you use with Apple Music

A few more things you can try:

If the Music App isn’t responding

  • Close the music app
  • in Settings- General- Reset - Reset Network Settings
  • force restart your phone (until the Apple logo appears) or you can go to settings- general- shutdown

If you can’t see any subscriptions, you don’t have one.

If you feel that you do and paid, then try this link. It should show up in the report a problem page to report it.

Or contact support.

 visit reportaproblem.apple.com

  1. Enter the Apple ID and password that you used to buy the item, then choose Sign In.
  2. Choose Report a Problem next to the item that you need help with.

Here’s the instructions for viewing subscriptions

are you saying scrolling down to subscriptions, there is no subscription list there to see? The part in bold ?

View, change, or cancel your subscriptions - Apple Support

you can do this on your phone in settings or as instructed in the above link

Go to Settings > [your name] > iTunes & App Store.

Tap your Apple ID at the top of the screen, then tap View Apple ID. You might need to sign in with your Apple ID.

Scroll to Subscriptions, then tap it.

Tap the subscription that you want to manage. ...

Use the options to manage your subscription.
