I have “download and keep originals” selected, but there are 1274 photos and videos that haven’t downloaded. How do I get them to download to my iPad? I have plenty of storage. I’ve had nothing but problems since signing up for iCloud. I hate this service.

If you see no indications a sync is in progress, try Settings/Your Name/iCloud and slide off Photos syncing. Wait a few minutes and then slide syncing on. Allow time for syncing to occur.

You are entitled to 90 days of telephone support from Apple. Try contacting them.
Work through the screens to get an email or chat option.
I tried both of those suggestions. It’s really slow. I have to keep restarting. It’s a brand new iPad mini 5.
