emergency/government/presidential alerts sound can it be changed?

Is there a way to change the sound of the emergency/government/presidential alert? (IPhone 6s)

I know how to turn the notification off.

I think Apple has went a bit overboard with their choice of alert sound. Can produce panic in situations where attention is needed like new driver in heavy traffic situations (especially if it's the first time when you hear that horrible sound and you don't know what is going on).

To be honest I thought Apple solutions were smarter than this ... but I can be wrong.
