Resetting/ Erasing data

I’m trying to reset and delete all my data on my other phone and it won’t let me. There is no SIM card in the iPhone because the SIM card is in my newer phone. It won’t let me delete any data on my old phone

I don't think that SIM card should matter.

(***Make sure you remember your Apple ID).

Try go into settings-->general-->reset(https://support.apple.com/en-us/HT201274)

If That doesn't work, try to erase the iPhone via iTunes:

https://support.apple.com/en-us/HT204306 - this process is for locked devices, but also will work for you.
