How do I erase/take off previous owners iCloud info on the watch if I do not have contact with her

I think it is safe to assume that you have encountered Activation Lock. Without the original owner's Apple ID and Password, the device is useless. Try to get your money back.

You don't.

There is no way to bypass the activation lock.
