Apple Watch walkie-talkie and activity

Ive been trying to use the walk-in talkie with one of my friends but it always says that i can’t use it because the other person doesn’t have an Apple Watch when he does have one. I send the invite and it keeps saying that I can’t use it because tue other person doesn’t have an Apple Watch, I already reset it, and it’s up to date. This also happens with my Activity app, it says that my Apple Watch and IPhone need to be up to date but they are, both I already reset both and nothing works.

Apple's release notes for iOS 12.4 say that one of the matters addressed in this release is Apple has solved the security problem that caused the Walkie-Talkie function to be made unavailable. 12.4 supposedly restores the service.

Make sure you both have 12.4 on your watches.

All parties must have their iPhone and Watch updated with the latest software and have FaceTime activated. Some people have reported that by deleting a contact ....then adding tat contact back, they were able to communicate. In your case, I would recommend a call for help by clicking on the "Contact Support" link at the upper right side of this page.
