Favorites is the only location for bookmarks in Safari

I'm running iOS 12.3.1 on an iPhone 6S. When I try to save a bookmark, the only option under "Location" is Favorites. If I go to the Safari settings, all of my bookmark folders are there, but the do not show up in the app, not does it show me to create new folders.


I've searched around the web for a solution, but all I find are page after page that are essentially ads for recovery apps. They're all the same. Step 1, restart Safari. Step 2, hard restart the phone. Step 3, buy our stupid product.


Any suggestions?

Ok lets try how it should work.


pull down screen

tap the share icon

tap the Add Bookmark icon

tap on Favorites

Select existing folder or tap on New Folder


If that doesn't play nice come back.
