iOS Photos stuck on "downloading 3 originals"

Had to restore my iPad three days ago. A quick job, setting it up "as a new iPad". The last thing i did, was to set up the Photos app to download all my photos (not more than 7200 photos and a couple of 10-30 second videos).

But after a few hours, Photos are now stuck on "downloading 3 originals". I can see all the pictures and use the program as expected, but the "downloading 3 originals" bothers me. Even when i update with more pictures the "downloading 3 originals" message remains.

Are there a fix for this? Anyone?

Solved it. Here's the steps i used.

Disabled iCloud sync of photos
Restarted the iPad (don't know it this is needed)
Plugged the iPad into my iMac and opened the program "Image Capture"
Used the program to delete *all* photos on the iPad
Enabled the iCloud sync again, and waited for a fresh sync- where everything went good.

I should probably have lead the question with all the important information.

iOS 12.4

102 GB available space

Tested both with WIFI and with LTE (mobile data)

When on LTE (mobile data), it's checked for "unlimited updates"

Not syncing other devices with the library at the same time

Plugged in to the power supply with the original cable + power brick (and charging)

How much free storage is on your iPad? Which system version is installed on the iPad?
