I have iCloud on a few PC's, iphones, etc. in different locations. I have folders on there that I would prefer be password protected (locked). Is there a way to lock/password protect just specific folders?

iCloud does not offer folder level protection. iCloud is not a multi-user product and the assumption is all of iCloud is protected by your Apple ID and password.

Right click on folder and click on get info , open the small lock at bottom right corner by authenticating admin password , check the box of lock and click on apply .

Either create a different admin account for all users , you are sharing the computers with same Apple ID and password on the same network some more options https://support.apple.com/en-in/guide/mac-help/mtusr001/mac
You can lock the folder and give permissions as no access , but there is no such way to create a specified password for each folder .
