Can i buy apple care after I buy the phone, and I didn’t buy my phone from apple, I bought it from Du UAE, can I still fix it in apple store in yas mall, I got my phone before less than a week, will I still have to pay, please and thank you.

Not after damaging it; buying AppleCare after the iPhone requires it to pass a physical inspection or remote diagnostic. You can still take it to an Apple Store in the same country, but will need to pay. Outside the country, they may not be able to replace it with an unit that's functionally identical to the original.
If it matters, AppleCare+ can be bought for an undamaged iPhone within 60 days, and reduces the cost for the first two accidental damage incidents.
