IOS 12.3.1 update negatively affected wifi module for Iphone 7

June 2019 I updated IOS on my IPhone 7 to 12.3.1. Immediately after the update, the wifi module stopped working. I was told by Applecare that this was a coincidence. I have since read on multiple sites (including discussion.apple.com) of other people having wifi module issues after the 12.3.1 update. Is this a bug? Can this be repaired with software?

Simply use (a current version of) iTunes.

Hard to update to 12.4 when wifi doesn't work.

Difficult to do that when I'm running 10.10.5 on my MBP from mid 2015. However, If I had a 10 year old windows machine with Windows 7, I might be able to do that.
