Apple Pay Services Unavailable for IPhone

I was lucky enough to get the Beta invite for the Apple Card. I immediately went to apply to my surprise the Apple Pay services showed as unavailable on my IPhone so I went to my IPad where they worked. Applied and was approved for the card I thought awesome I’ll just add the card on my IPad and I’ll be all set across all devices I was wrong I’m just not able to add the Apple Card on my IPhone 7 any ideas how to fix it I’m running 12.4.
