There are very few smart phones available without a camera. There are a few though - all Android to my knowledge and some only sold in certain countries. On Amazon, they don’t seem to get good reviews though. Ino, Dupad and ZTE make or made minimalist smart phones without cameras.
For non-camera cell phones you’re pretty much limited to non-smart phones though.
Cameras are a huge item when it comes to smart phone features - every manufacturer always highlights their device’s photo and video capability, and Samsung, LG, Apple and others are always trying to beat the others with their smart phone camera capability. And with Apple’s move to FaceID over touchID at least one camera is required on new and presumably all future iOS devices.
