All-day Calendar Alerts

I hope I can explain this properly, so please bear with me:

On my iPhone, I can choose for my all-day calendar alerts to be "On day of event (9 AM)", but that is not an option when creating a calendar event on iCloud's webpage; instead, any all-day event alert that I set on my iPhone as "On day of event (9 AM)" shows up as "9 hours after" on my calendar on icloud.com.

Is there anywhere that I can make a request to Apple about adding an option in preferences for iCloud's webpage calendar to auto-set any all-day events to be "On day of event (9 AM)"?
