Syncing
Can't seem to get my iPad Air to sync with my iPhone xr, both on same iCloud account, both running OS 12.4. Both devices have NOTES set to sync. Any suggestions? Changes I make on my iPhone notes are NEVER synced on my iPad.

The Notes you have made, are part of which folder?
If it is On My iPhone - It will not sync even if you use the same Apple ID
Use iCloud Notes instead, see the pic below
