Apple Watch 2, Water Lock will not Turn-Off with Digital Lock
Does anyone know how to solve this problem using the Apple Watch or an iPhone?

Have you turned the crown in an upward motion? Did you tap the Water icon on your Watch Control Panel? If so, click on the "Contact Support" link at the upper right side of this page.
