Impossible to reset security questions if you dont know the security questions

This is the 2019-updated information on resetting security questions.

If you forgot your security questions, you can go to appleid.apple.com and select the link "Reset my security questions". You can enter your password, but in the end, you will still be asked the answers for the security questions you forgot. When you press "I dont know the answers for the questions" you got "We don’t have sufficient information to reset your security questions"

Following the recommendadtions in the 2016 thread https://discussions.apple.com/thread/7642599 , I scheduled a phone call from apple support, where I spent 45 minutes with two separate support specialists that reassured that there's nothing they can do to reset my security questions, unless I know the answers to them.

My problem was not solved by calling apple support. I still have all pieces of the information apple could possibly need - the working password, access to the email, my billing addresses, my credit card info. Still, with this, I need to answers to security questions in order to reset them.

Both support specialists told me there is nothing else they can do.

I'm stuck in a loop with the worst customer experience.
